Assassin's Creed Mirage: Is it the Series' Lowest Rated

Assassin's Creed Mirage released a few days ago to somewhat middling reviews. After having compared the review scores in the series Mirage is pretty much down at the bottom? Does this mean simple single city stealth Assassin Creed games are no more and will only continue with big open world RPG's regardless of the setting? What does the future of this franchise look like with a live service game, mobile game and VR game on the horizon?
